The present report is submitted in accordance with General Assembly resolution 65/226, in which the Assembly requested the Secretary-General to submit a report to it at its sixty-sixth session. The report reflects the patterns and trends in the human rights situation in the Islamic Republic of Iran and provides information on the progress made in the implementation of resolution 65/226, including recommendations to improve its implementation. In that resolution, the Assembly called upon the Government of the Islamic Republic of Iran to address the substantive concerns highlighted in the previous report of the Secretary-General (A/65/370) and the specific calls to action found in previous resolutions of the Assembly (resolutions 63/191, 62/168 and 64/176), and to respect fully its human rights obligations, in law and in practice, in relation to a number of specifically identified concerns.

The present report is submitted pursuant to General Assembly resolution 64/176 and provides information on progress made in the implementation of that resolution. In its resolution 64/176, the Assembly called upon the Government of the Islamic Republic of Iran to address the substantive concerns highlighted in the previous report of the Secretary-General (A/64/357) and the specific calls to action found in previous resolutions of the Assembly (resolutions 63/191 and 62/168, and to respect fully its human rights obligations, in law and in practice, in relation to a number of specifically identified concerns.

The present report, submitted in accordance with General Assembly resolution 63/191, is intended to provide an update to the previous report of the Secretary General on the situation of human rights in the Islamic Republic of Iran (A/63/459). The present report covers developments in the human rights situation in the Islamic Republic of Iran since June 2008, showing broad patterns and trends and drawing upon that country’s international treaty obligations and the observations made by treaty monitoring bodies and the special procedures of the Human Rights Council. The report focuses on the special concerns identified by the Assembly in resolution 63/191 but also includes an outline of human rights developments following the 2009 presidential election in the Islamic Republic of Iran.

The present report, submitted in accordance with General Assembly resolution 62/168, is intended to reflect the broader patterns and trends in the human rights situation in the Islamic Republic of Iran on the basis of that country’s international treaty obligations and the observations made by treaty monitoring bodies and the special procedures of the Human Rights Council. While the report focuses especially of the concerns identified in the resolution, it also includes a section on economic, social and cultural rights in order to present a picture of the entire spectrum of civil, cultural, economic, political and social rights in the Islamic Republic of Iran.
