Report of the Special Rapporteur submitted at UNGA 71 in September of 2016.
The present report is submitted to the Human Rights Council pursuant to resolution 28/21. The report communicates developments in the human rights situation of the Islamic Republic of Iran that have transpired since the submission of the Special Rapporteur report to the 70th session of the General Assembly in October 2015.
The Secretary-General has the honor to transmit the fifth report on the situation of human rights in the Islamic Republic of Iran submitted by the Special Rapporteur on the situation of human rights in the Islamic Republic of Iran to the General Assembly in accordance with Human Rights Council resolution 28/21. The Special Rapporteur presented his fourth interim report to the General Assembly at its sixty-ninth session (A/69/356), and submitted his fourth report to the Human Rights Council at its twenty-eighth session (A/HRC/28/70), during which the Human Rights Council extended the mandate of the Special Rapporteur for the fourth time.

In the present report, the third to be submitted to the Human Rights Council pursuant to Council resolution 16/9, the Special Rapporteur communicates developments in the situation of human rights in the Islamic Republic of Iran since his third interim report submitted to the General Assembly (A/68/503) in March 2014.

The present report is the second to be submitted to the Human Rights Council, pursuant to Council resolution 16/9, and communicates developments in the human rights situation of the Islamic Republic of Iran that have transpired since the submission of the Special Rapporteur’s second interim report to the 67th session of the General Assembly (A/67/369) in October 2012.
The Special Rapporteur presented his first interim report to the General Assembly during its sixty-sixth session, and submitted his first report to the Human Rights Council during its nineteenth session. The Human Rights Council extended the mandate of the Special Rapporteur during that session.
The present report, the first to be submitted to the Human Rights Council, is submitted pursuant to Council resolution 16/9 and covers the human rights developments since the commencement of the mandate of the Special Rapporteur on 1 August 2011. The Special Rapporteur presented his first interim report to the General Assembly (A/66/374) in October 2011.
The present report is submitted pursuant to Human Rights Council resolution 16/9, which establishes the mandate of the Special Rapporteur on the situation of human rights in the Islamic Republic of Iran. This is the first country mandate of the Human Rights Council on the Islamic Republic of Iran since the termination in 2002 of the mandate of the former Commission on Human Rights. The resolution mandates the Special Rapporteur to: (a) submit an interim report to the General Assembly at its sixty-sixth session and (b) to submit a report to the Human Rights Council for consideration at its nineteenth session. It also calls upon the Government of the Islamic Republic of Iran to cooperate fully with the mandate holder and to permit access to visit the country as well as provide all necessary information to enable the fulfillment of the mandate.
