- [UPR Follow-up Report on Implementation](https://impactiran.org/2017/02/24/upr-follow-up-report/) - Download PDF The UPR is a human rights mechanism uniquely favored by many member states, including the Islamic Republic of Iran. Indeed, Iran has stated that the UPR is the “most pertinent, effective and trustful UN mechanism for the review of human rights situation of all States.” Iran’s approach to the UPR, however, raises questions about its level of commitment to the mechanism, as well as to upholding its international human rights obligations overall. The UPR is a dynamic process through which any UN member state, as a peer, can propose recommendations to a “State under review” on how to best advance human rights in their respective countries. Recommendations accepted by the state then become a framework for its promotion of human rights, as well as for stakeholders to dialogue with the state and measure its progress.

The union is one of the country’s strongest voices for political reform and human rights. She was also a founding member of the One Million Signatures Campaign, a grassroots movement demanding changes to discriminatory laws. The Campaign was the largest women’s rights initiative in postrevolutionary Iran. Bahareh, whose activities were crucial in building bridges between the student movement and the women’s rights movement in Iran, was arrested in December 2009, at age 28, in connection with protests following the disputed presidential elections. She has been in prison ever since.

- [Human Rights Council](https://impactiran.org/hr-un/human-rights-council/) - The Human Rights Council is an inter-governmental body within the United Nations system, consisting of 47-member states that the UN General Assembly elects. The Council is responsible for strengthening the promotion and protection of human rights internationally, as well as addressing situations of human rights violations and providing recommendations to mend them. The Human Rights Council is guided by four main tools to address human rights globally: 1) Universal Periodic Review – a unique process involving a periodic review of the human rights records of all 193 UN Member States. It provides an opportunity for all States to declare what actions they have taken to improve the human rights situations in their countries and overcome the challenges to the enjoyment of human rights. The UPR process takes place every four years. The recommendations made to Iran during previous cycles can be found here. 2) Advisory Committee – the Advisory Committee provides expertise to the Human Rights Council as needed. It mainly focuses on studies and research-based advice. The Committee meets twice a year, for one week in February immediately before the March session of the Council and for one week in August. 3) Complaints Procedure – the Complaints Procedure addresses communications submitted by individuals, groups, or non-governmental organizations that claim to be victims of human rights violations or that have direct, reliable knowledge of such violations. - [UN General Assembly](https://impactiran.org/hr-un/general-assembly/) - The General Assembly allocates agenda items to the Third Committee which relates to a range of social, humanitarian affairs and human rights issues that affect people globally. The Third Committee has passed several non-binding resolutions on the human rights situation in the Islamic Republic of Iran. The resolutions often call upon the Secretary General to examine the situation of human rights in the country. In December 19, 2017, the Third Committee adopted a resolution calling upon the Islamic Republic of Iran to deepen its engagement with international human rights mechanisms by cooperating with the Special Rapporteur and implementing all accepted 2010 and 2014 Universal Periodic Review recommendations. The resolution passed with 83 countries in favor, 30 against, and 68 abstentions.
- [Dr. Ahmed Shaheed](https://impactiran.org/hr-un/special-rapporteur-on-iran/dr-shaheeds-work/) - Ahmed Shaheed served as the first Special Rapporteur of the Human Rights Council on the Situation of Human Rights in the Islamic Republic of Iran since the termination of the previous Commission of Human Rights mandate in 2002. As Special Rapporteur, he pioneered the use of novel methodologies, such as modern technologies, clinical studies and large data sets for examining human rights violations in Iran, while investigating and reporting on human rights abuses in the country including, but not limited to, systematic violations of due process rights, structural discrimination against religious minorities, LGBT+ persons, women and girls, inhumane prison conditions, restrictions on speech and assembly, and the denial of economic, social and cultural rights. Dr. Shaheed served in his role from 2011-2016, and then served as Special Rapporteur on Freedom of Religion or Belief from 2016 to 2022. Mr. Shaheed is currently Professor of International Human Rights Law at the University of Essex, and an OSCE Expert on Freedom of Religion or Belief. A full resume is available here.

- [Universal Periodic Review](https://impactiran.org/hr-un/upr/) - The Universal Periodic Review (UPR) is a process established to review adherence of all 192 member states to their human rights obligations set out in inter alia, the Universal Declaration of Human Rights, and various conventions, treaties, and human rights instruments. The review is conducted every four years by the UPR Working Group, which consists of the 47-members of the Human Rights Council. Iran was reviewed on 15 February 2010. The State under review usually submits a self-assessment, or national report, of its human rights situation. Two reports that compile human rights reports and issues are also submitted by the Office of the High Commissioner on Human Rights (OHCHR), as well as members of civil society. The State under review then take part in an interactive dialogue with the UPR Working Group during a three-hour meeting. An outcome report containing a summary of the interaction and recommendations issued by the UN Member States. He was appointed on the 6th of July, 2018 and began serving in this role on the 13th of July, 2018. Dr. Rehman is a Professor of International Human Rights Law and Muslim Constitutionalism at Brunel University, London. Dr. Rehman teaches human rights law and Islamic law and continues to publish extensively on international human rights law, Islamic law and constitutional practices of Muslim majority States. As a human rights lawyer, Dr. Rehman has also provided legal opinions in different high-profile cases in several jurisdictions.
